Congress workers believe that they won a 'victory' on a scale equal to three-thirds majority in general election. There is an orgy of celebration going on. It is like this:
A person has been diagnosed with liver cancer, brain tumour, venereal diseases and he has been told that he will live only for a week. On the 7th day, he is told that he might yet live for two more weeks. His family is deliriously happy! ;-)
