The party high command may issue a whip but if they punish any M.P. for following his/her conscience then he ECI should act and ask for an explanation call from the respective parties. The WHIP is like Fatwa issued by extremists and fundamentalists. Then what is the difference between the functioning of parties in a democracy and extremists groups. The very purpose of a Democracy gets defeated the moment the M.P.s are punished for following their conscience. Shouldn’t the Supreme Court of India accept this as a PIL?
