You study the Diplomatic policies and Diplo'masty' to find the possible relationships that we can have with our neighbours. China, Pakistan and many other neighbours are considered as "Hostiles" in Diplo'Masty. This can never change with just "shake hands" or other gestures. Nuke-waste disposal or re-cycling is a problem to all nations who produce it. (Just look at the Domestic Waste disposal problems that Indian families are facing. Waste is a waste and it is our responsibility to recycle/re-use or dispose it in an environment friendly manner). Risk factor is everywhere (even with any amount of precautionary measures) in this world. We can only try to minimize it and not to prevent it 100%. Think practical !!!
