The deal does not hurt

If India decides to do nothing after signing the deal, ie, not import any uranium for any reactors (and not declare them as civilian), not build any reactors with external help, etc, we would be no worse off than we are right now.

So, the base line is that after this deal, we are no worse than we were earlier.
