Trust Vote and Deve Gowda

Why did Deve Gowda first go to UPA and then to CPM? Initially Sonia Gandhi offered him Rs.25 Crore per MP but Deve Gowda wanted Rs.50 crore per MP. Finally both agreed for a price of Rs.40 crore per MP. However Deve Gowda wanted amount to be transferred to his account before voting took place. UPA was not willing to part with money first knowing Deve Gowda's track record. (He is known for breaking his promises.) That is how Deve Gowda came to support UNPA.
