Delhi power belongs to UP/Bihar....

It is just in what form the power is wielded that matters.
The main actors in this drama be it Gandhi family, Lalu, Mulayam, Maya, Amar Singh, etc are all from you know where.
The rest of the nation is all salad dressing. You see any Maharashtra/Gujarat pol in prominent role here? All on the periphery looking for crumbs.
BTW people like Assam, Meghalaya et al from far east etc are not even on the radar while the masters from Bihar/UP divide their fiefdom of New Delhi.
