174 nations signed CTBT, but only 120 have ratified it....
In fact, the Godfather to the world -- USA -- hasn't ratified it, and expects that the world must rely on its moratorium so far as test bans are concerned.... nor has China ratified it...
India has already declared a "voluntary moratorium" already.....
