174 countries have signed the CTBT, but only 120 have ratified it.... Please check your records....
In fact the so called Godfather of the world USA itself hasn't ratified CTBT, and others must rely on its "voluntary moratorium", which is something India has already declared, by the way.... :-) :-) Any counter-thoughts??? ;-)
