well they might have tried for sure but seeing left attitude they want to oppose everything congress does it is not known to us how much they have shared. from last 1 and half year they r trying to convince left and other parties but it is in useless and they know if bush goes time for new goverment to come in power and convince them would be diffcult as it happens here in india. it makes sense to approve it with this goverment before it get's too late. if goverment acts fast we blame them y they r doing fast and if they take time we blame them they never act fast we have to be serious in selecting minister and not just critise them
