The entire Indian Polity knows about how much will they garner as kickback in the deal. Hence for small party all they want is a small bilte from it. However if they ask for bigger piece they heavyweights in the party won't agree for it. It is the subtle percentage that they have to work out. This is what they call it as horse trading.
