You're right in observing that 'no further test' is not mentioned anywhere in the IAEA draft agreement.
For BJP it's nothing but a narrow gimmick. If the government falls and the deal doesn't pass through, and BJP comes to power, it's beyond them to effect any change in the deal. This much is absolutely clear.
In any case, BJP is known to have agreed for far less favorable agreement when it ruled last.
