123 Deal is NPT. It comes with IAEA treaty for non-nuclear weapons countries which India has to sign. Then there are Hyde Act, NSG treaty and Fission Materials Cut off Treaty. Altogether it will be worse than NPT, as India cannot come out of it before 40 years.
Nuclear power plants are readily available from Russia even today without any of these treaties.
