It is not as simple as you think. Do you think a written document from government will settle everything? Even with the available(told) information, a lot of people have no clue what is going on and some simple souls end up with wrong information and they oppose. Firstly, there is misinformation and incorrect interpretations of whatever information is available. People opposing this come up with mis-information like: - World Uranium deposits will end by 2030 - US wants to sell off old equipment to India - India has enough Uranium till 2010. Then there are unfounded conspiracy theories such as: - Kalam and SP leader went to US some time back guess why? - India will loose it independence. - India's domestic program will be hurt. - Manmohan wants to sell India. - Many others.
Only after above is taken care of, written agreement has some meaning.
