It is not going to make any difference. The IAEA board of governors meeting is not a conditional one. In the case of the UPA govt fail to get the required number only one thing is going to happen considering the present situation in Parliament, "elections". So till the next government takes charge after the elections the present govt is going to be the "caretaker" govt. According to the Constitution of India a Minority government and even a Caretaker government can go ahead with any treaty provided that treaty is not a new one. Since this treaty is an old one the govt can go ahead with it if sucha situation arises.
