the Mufti and his daughter are wolfs in sheeps' clothing. they are seperatists in disguise doing their work from within the system. the kidnap of his older daughter in the late 80s which resulted in her being swapped for imprisioned terrorists was a preplanned action involving him and his masters across the border.
