Are US, France and Japan Foolish?

If nuclear generated electricity were so environment friendly and easy to generate, US and JAPs would have discarded Petroleum run vehicle and would have set hundreds of reactor for electricity. Their dependence on oil is much more than India.
Buttttttttt they have not gone nuclear. Why US wants to sell technology which they themselves not using?
