(3) As for the telecommunications policy of the Congress, it was a bloody joke. Rajiv gandhi improved it somewhat, in the sense that insted of dialing to an operator for a trunk call, the std facility was introduced. But still, it was a joke. Remember Sukh Ram, congress fellows treated telecommunications as a cash cow, something from which money was to be made.
