There are two views to look at it. One the government don't want to anything and second what can they do even if they want to.
One - Attack on parliament was a watershed in Indian history. When politicians are unable to do anything when their own life was threatened how do you expect them to do anything substantial for attacks against common man. Every 2-3 months we have an attack by Pakistani terrorists. People yell, media barks and then all find something else for entertainment.
Second - It is difficult to take any actions against Pakistan even if India wants to. Pakistan is a Muslim country supported by other Muslim countries in Gulf especially the ones who control oils. India is not in a position to invite wrath of Gulf countries by going too severe against Pakistan. We are heavily dependent for oil on Muslim countries. Just imagine a situation where oil is cut off or more pragmatically priced just 30 percent higher. The entire system will take a beating.
Untill we become self-dependent to cater our energy needs we will have to swallow the bitter pills of insult that Pakistan keep inflicting us.
Its a question of being realistic rather than chest beating slogans for India's pride.
