The entire system is rotten and everyone in it (of course, with some exceptions) are corrupt. Therefore, it is like a water supply system that leaks at every joint. All are minor leaks, but in the end, nothing comes out of the tap. Take for example the farmers' loan waiver. If the crops are good, the consumer prices for farm commodities are high, then why is agriculture a lossmaking activity. That is because what the trader gets from consumer is princely and what he pays the farmer is a pittance, so the Rs 60000 crores that the trade has already siphoned off is now being paid out of our tax money by the FM and projecting the government as pro-farmer. What can be a greater fraud than that. Why does the government fix support prices so low? To enable the traders to purchase grain at a little higher to compete with government agencies and sell at a great profit margin. A government beholden to traders cannot be honest. What bigger fraud do you expect?
