Isn't it surprising? Government of India, which has such a huge workforce, a complex procedure and rule of law, has tabled a document which rest of the country is not aware of and on the contrary the rest of the country has been misinformed. The message to the countrymen is loud and clear - we dont care a damn about you and you are nobody.
