The US administration felt weakened by the Soviet bomb and to maintain the supremacy, decided to build the hydrogen bomb. The decision to build the hydrogen bomb, together with the formation of NATO, the creation of an independent West German state, and the insistence on keeping U.S. forces in Japan was intended to establish U.S. strength.? The US wanted to continue negotiation with USSR not from a position of weakness.

In the US, different defense strategies were formulated. US and USSR engaged in discussions on arms controls designed to improve stability of the balance of power and to prevent nuclear proliferation. There were debates. Some felt that nuclear weapons would lower the chance of a catastrophic nuclear war. But the US policies did help the "defense industries" in US. There was sudden growth in the 'defense industries'. At present they want to retain their monopoly in the nuclear field. But we need not be concerned about this. But their progress should not be by chaining India.
