Do you know? Are you aware of the capability of production of neuclear fissil material in the BARC facility? DO you know the amount of independence that India will have in terms of conducting security related Neuclear tests on Indian soil? I guess you dont know. So the point is, if you dont know then Dr. Prasad knows. Simple. If you dont know, i know logic. Secondly Dr Prasad is someone who is well versed with the subject and he has passed on his opinion on it. It may be that his opinion is not the right opinion but I believe you should be more circumspect if a person in that authority has made such a statement regarding the Civilian Neuclear Deal.
