This issue may be small. So was the case of 40 HA land for Yatris, but the narrow-minded Kashmiri Muslims showed what they are made of. Amarnath Houses capable of housing at least 5000 pilgrims should be built at Jammu, Pahalgam, Baltal and Srinagar. During winters when Haj flights (read state-sponsored Haj) cannot take off from Srinagar due to the fog everyone including biased cries foul. So, why not provide similar amenities to Yatris? They have same rights as Kashmiri Muslims.
