why not public

International protocol demands that draft agreements are not be placed in the public domain as it might hamper negotiations.further our diplomats and scientists cannot be easily won over and they have proved it in 123 once again that they are the hardest nuts to crack when it comes to treaties.so there is no point in showing the commies any agreement as they have been opposin it tooth and nail since we announce the deal..we cannot expect them to be pro-india when the deal puts us on par with china in the global nuclear arena which they obviously despise.
