IAEA - a confidential Deal

without taking left parties into confidence, the upa is trying to do something like nuclear deal.. the repurcussions has to be borne by the whole country later on. So UPA has to invite left parties and disucss, discuss and discuss.. rather than cribbing that confidentiality is too high in this.!
