My practical solution would be to make whole inter-dependable on each other economically. When it comes to money all other factors are forgotten.Everyone understands trouble for one means trouble for all and progress for one means progress for all. The IPI gas pipeline project and its expansion to other countries would be one such example where the whole region would be involved in single project.
