Why not by private agencies? What security are we talking? Can't a government agency staff sell information for money? Times have changed and any one can go to google earth and get a satelite map of the are. Enemy and friendly countries have satelites orbiting in the sky and taking thousands of photographs every hour. So don't give cock and bull story about security please. Let the public have a street by street map of Mumbai which will help travellers. Every major cities in the world has their map available all tourist offices, hotels and travel aencies.
