ethnic cleansing is a crime against humanity and it will always remain a crime...it is the responsibility of the Govt to control and protect such minorities anywhere and it applies to all the countries of the world. But...what happened in Gujrat was that the state was involved in the genocide and it supported the mass killing of innocent women,children and the elderly.
