RTO's on road are more interested in catching people rather than controlling traffic.They are supposed to be stationed at trafiic signals n control traffic but they are hardly seen doing so.Also to worsen the situation they have this new helmet nonsonse.You never see a cop following traffic rules-police vehicle always seen going in opp direction in a one way road,plus cops are hardly seen wearing helmets.Are these rules applicable to them or not ???????????????
