He has said this because it was a Church. He would would have gone ahead and performed a Namaaz if it was a mosque. He dare not utter anything for the consequences political and personal. However if it was a temple he would have ridiculed the scripltures and customs since a Religion tolerates people of all types and behaviour unlike others. In a temple he will be communal in other place he is secular.
