Sanjay, have you also started trusting the Pakistanis like Mr. Bush? The main hurdle is not about policy but about the strategic risk of the pipeline crossing Pakistani soil. It is vulnerable to attacks which will ruin billions of dollars in investment and years of effort. The Pakistanis can never be trusted, no matter who's in charge there. The Iran-India pipeline will only be a reality when Pakistan becomes a part of India (for that we need to wage a war) and chances of that are remote - both the war and pipeline. So forget your numbers about percentage and go back to work. Or better start attending rallied with Mayawati behen who will only remain a dalit and never do anything to uplift their status.
