It works like this! Pak gives arms on the condition that Srilankan GOvt compel LTTE to direct their ire on India. As a quid pro quo Srilankan Govt do not pursue LTTE hard. If LTTE does not fall in line Srilanka will use the arms given by Pak against LTTE.
So LTTE to survive in Srilanka will keep attacking India in the southern region with the help of ISI. Srilanka will provide safe haven to ISI agents who coordinate attcks on India.
