Naval chief talks like a politician

How can the project be viable if only small ships can use the canal and international big carriers will keep out. Volume of trade handled by Indian small ships between east and west coasts is small and is dwindling; and forecast is also for lower traffic. If the chief strikes a discordant note, Karunanidhi will demand his dismissal. So he has become diplomatic and talks with two voices.
