In most of the developed nations, there is a concerted effort on every level of society like accademicians, universities, private sector and most importantly individuals all contributed to its development. Sadly in india organisations like DRDO,CMBT,ISRO etc are all facing few crunches
Lack of young talent - Since IT/ITES offers better salaries, every educated techie looks at thes sectors than joining the RnD based gov organisations. So where does young scientists come from? The existing staff over a period of time loose focus and may not be as productive as young mind. So talent search and managing their aspirations is not a joke in india. As every indian looks for basics of living where as others look for their interest and take up a job.
Negligent and poor inspiration levels: Thos who hail from research background even if join these organisations, soon succumb to one or other political poles within and so cant progress with their new ideas. New ideas are not easily nurtured in india than developed nations. No VC is allowed in defense research as it is highly sensitive. Except in implementation phase, no company is allowed to get the details.
Making best use of IITs/IISc - This is being done to an extent but still can be done to a greater extent to provide the much needed support to the aging talent in ISRO/DRDO etc. How they do? is the big challenge goin forward
