I don't understand, why only in Khyber agency as if to brand the muslims in remaining areas as KAFIRS.. This law should be applicable to entire Muslim fraternity all over the world. In India and most western countries, most of them are given freedom to shave and wear clothes like decent people. Each and every responsible Muslim politician or citizen should become a Mullah of their area in any country to implement these rules strictly. Otherwise ISLAM can be branded as a hypocritic religion
