Dear rAhul, This is the well established System of Payments established over the years by Congrss Party. The fact is after Sanctioning the money atleast 5% is put into use by Non Congress Parties as Roads and Power stations,Business Installations only because those people know what to do and get along with People who execute.Whereas Rahul Your Party Congress,has impeccable history of Stopping work,Inflaming Tensions on Caste basis,on Religion basis,Stirring non Development issues,Defence Deal scams....I really doubt your people can use even 5% into actual use simply because they simply dont know tob deliver.Nor they trust others to do the same.
