Dude, its not the incapability of the fire dept. But the nature of fire that had broke out. With the likes of plastics and tarpaulin godown within the premises the fire engulfed the majority of the shops. And 19 floor high building isnt that easy to douse off fire. Indeed its tragic and lot of money loss for the businessmen out there.
