With high respect to him. I was high admirer o him before he took to the power. Somebody needs to clearly mention what's his significant contribution to India. India faced severe recession during that period. Kashmir problem still remains the same. He 'tried' to do something about it. I would rather say using old phrase and "also ran" fits him.
