Mumbai should be made a union territory. No much effort has gone into making of Mumbai by Indian government and so many people outside of Maharashtra that Maharashtra cannot claim mumbai as just their own. When we call this one country and pay income tax to the central government, the money which goes to develop different parts of this country, every citizen has a right to live anywhere in this country that he chooses.
