James, The population of Mumbai is 13 million if you add the metropolis suburbs it is approx 19 million thats close to NewYork population, Now compare the crime rate including rape, assault, murders etc in NewYork and compare that with Mumbai, You will be surprised, besides NewYork has the most sophisticated law and order and the budget is several million dollars more than that of Mumbai, In short although the incident was terrible, Mumbai fairs far better than NewYork
