If the State wants to supply these services, people like you say that the state is biased in thinking that their form of life is primitive. If the state does not lay roads to the remote areas, people blame the state for neglecting adivasis. If the state lays roads and tries to bring in development to the adivasis, people like you say that the state is trying to exploit them.
