The author seems to be living in the 70s and 80s. His article is no longer relevant to the 21st century, at least as far as Andhra Pradesh is concerned. During the 80s, the Maoists, then called as People's war Group used to have popular support in the remote villages of Andhra Pradesh. But then these guys took advantage of the people and unleashed a reign of terror. Innocent villagers were persecuted after being accused as "police informers". Meanwhile, the police themselves became more intelligent and started showing more respect to human rights in order to win over the people. The tide slowly turned against the Maoists who are now on the retreat in AP mainly because of lack of popular support.
