This guy knows everything and still behaves as ignorant fellow. The government is hated in naxal dominated areas because this bugger is talking to the naxalites. The naxalites are involved in al sorts of illegal activities right from kidnappying to vote extortion....and then this guy comes with the philosophy...this problem needs to be solved using local administrative measures...how the hell one can do anything locally...if there are naxalites trying to subvert any attempts of developments in any area...
