She was also two timing Musharraf as was everybody else in Pakistan doing to each other. Bhutto made many promises to US uncle but like Musharraf, once in power, she would have played politics with all sides. Musharraf at least abdicated his chief of army post, he announced elections, and he rightly threw out the chief judge as he was playing politics. The fact of the matter is that at this juncture, Pakistan is not ready for democracy nor will any Pakistani force- democratic or otherwise has the will or capability to bring out the kind of change in society that the world wants to see because such a huge amount of change (as vices have accumulated over 60 years) will cause a lot of pain. Only US pressure can bring it about. Musharraf moved on pressure against his own liking. He has reached a point where he doesn't want to cooperate more like Zia. But there is a possibility that with more pressure and seeing himself cornered from all sides in Pakistan, he may move further in the right direction with US pressure. Bhutto was a necessary instrument in this game and thus an asset for both US and Musharraf. However as US and Musharraf both knew that once Bhutto became PM and if she played US game and she stabilized over time, Musharraf will be forced out. So Musharraf could have been complicit along with ISI
