India has around 260 Billion $ in US treasury and similarly Russia has around 450 Billion and China has around 1 trillion $ in US treasury.
Whereas Pakistan has none. Pakistan is net Begger country surviving on Drug Mafia and clendestine arms operations with Money from US / Saudi / UAE etc.
Hence it can be anyones ( India / China / Russia ) Money which gets diverted to Pakistan VIA USA and than Pakistan buys arms with that money to fuel Terror activities in India.
In return US is going to get benefitted as to fight back terror networks India needs better Telecom / Arms / satellite / radar components s ..... etc etc. ( whether we purchase them from USA or Israel)
So USA knows well what is going on and I doubt USA will make any serious effort to stop it.
At times some one or the other in USA will raise concern that US money to Pak is getting diverted to fuel Terror activities by Pak against India. But than who cares if in the end it gives bussiness to US as well as Fat money to ARMS Dealers in India & US.
Some leader with rare gritt / determination and Vision in USA or India can only cut this loop.
But we do not see any one on both sides, atleast for now.
