You haven't factored in the partition. Muslims lost a good portion of the educated elite and middle class during the partition. This stifled their growth to a large extent.
Instead of quoting one off instances perhaps you could check for over all literacy % in muslims in India. Also, remember even a 5th standard drop-out who can read and write qualifies to be a literate person. Is he eligible for a government job? This is an ostrich like attitude. Much akin to blaming the jews for 9/11. The problem of terrorism exists and by your argument, it is not just the Indian police, but police forces all over the world.
