IRAQ--- No weapons of mass destruction & no delivery capabilty. Therefore it never posed any risk for USA to go for an attack there.
Continuing with the same ideology, they didnt attack North Korea, because North Korea had nuclear weapons and it was a threat for Japan a country USA protects.
Pakistan is a country with both weapons of Mass destruction and delievery system to reach deep in India. Also consider this fact, which other country in the world can be as STUPID as Pakistan to actually do it, I wouldnt think of long list other than North Korea or may be IRAN.
Therefore its totally wrong to say that India is a soft state, but its the ground reality which makes those decisions which USA took against IRAQ almost impossible for India.
