Mumbai should be given a special status as PM is considering developing it like Shanghai. As in some cases of migrating to other coutries there are some criteria to follow, including some tests to prove that the migrant has adopted the host countries cultural values. in such a case peoplw who come to Mumbai will not destroy it's value & spirit.
