Terrorism is very much confined to countries where Muslims are in a sizeable population. As far as Pakistan is concerned, having no Kafirs to target (the population of Hindus and Christians has been reduced to 1% from more than 20%) now they have to target amongst themselves.
The ruling political parties in Karnataka and Kerala are extremely Islam friendly. Therefore they cannot be blamed.
