Roaming around in public places half naked,free sex and one female having "freedom" to sleep with 50 males happens in animal kingdom. Islam does not dictate people to marry four women at a time.It "allows" you to do so if you want to have sex with more than one woman, that too with the permission from the first wife, and by marrying you are taking full responsibility of that woman and not just using her as sex object and disposing her off. Islam never says go and marry four women.there are hundreds of situations where a man may get in a situation and the religeon "allows" him to do it so that every thing remains "legal" and the rights of the "other" woman also protected.Islam dislikes a man marrying more than one time, if he is not able to maintain justice between the two wives. Its far better than a man marrying with one and having extra marital affairs with 10 women.
